functions: pretty print error messages

Browse Source 
Reformat the error messages:
 - strip ${CT_LIB_DIR} from scripts path names
 - strip ${CT_TOP_DIR} from build.log path and docs path
 - overall shorter lines
 - point to the known-issues file
