libc: newlib: Add NewLib 2.2.0, Linaro NewLib 2.2.0-2015.01 and 2.1.0-2014.09

This commit allows to choose, download and build latest NewLib:
- newlib-2.2.0
- newlib-linaro-2.2.0-2015.01
- newlib-linaro-2.1.0-2014.09
