Sort out ISL/CLooG dependencies. Source-wise, both CLooG and GCC depend on ISL, and GCC may depend on CLooG. However, GCC may or may not require CLooG (GCC5 dropped this dependency). Also, all GCC4.x releases build fine with any of the CLooG releases we have. With all that in mind, it is easier to specify ISL dependency on particular GCC releases; and CLooG dependency (if applicable) on ISL. complibs/cloog: add support for the ISL backend CLooG 0.18+ will use ISL instead of PPL, so we have to configure adequately depending of which backend is in use. The Kconfig entries will decide for us which is selected, so we can rely on either PPL xor ISL to be selected, not both.
