Cleanup of mock network pre-NetworkParameters (#1802)

* MockNode rename overrideServices to notaryIdentity

Permit only one override of service.

* MockNetwork: force creation of NetworkMapNode

Tests cleanup: decouple normal nodes and network map. NetworkMap node is created as first.
